Proposal for variation to the admissions arrangements for September 2021

As Chair of the Board of Directors, I write to confirm that the Board of Directors of this school resolve to propose that a variation be made to the admissions arrangements for admission to Year 7 in September 2021, in respect of the over-subscription criteria relating to church attendance.

The variation requested is that "In the event that during the period specified for attendance at worship the church has been closed for public worship and has not provided alternative premises for that worship, the requirements of these admissions arrangements in relation to attendance will only apply to the period when the church or alternative premises have been available for public worship".

This request is made in order that parents seeking admission to the school can readily determine what the admissions oversubscription criteria are and how they may be met, and thereby enable the school to deal lawfully, fairly and transparently with admissions matters in the exceptional circumstances of the COVID19 pandemic.

For convenience, given that we understand a large number of similar requests are being made, the Board of Directors consents to the Diocese submitting this request on our behalf, along with those of other schools making such requests for this variation.

This request is made in accordance with the DfE guidance on governing body business during the pandemic, as it is a matter of importance and is time limited, given the relevant admissions timescales.

ARRANGEMENTS FOR ADMISSIONS 2021 (from para. 7 Admissions Arrangements 2021)

All parents applying for a place, whether Foundation or Community, should complete their Local Authority Application Form, which requires parents to state three schools in order of preference. This form should be completed online at no later than 31 October 2020.

Foundation Places

In addition, parents applying for Foundation Places should complete the Bishop Luffa School Foundation Supplementary Information Form, which includes details of the church attended. The form should be returned to the School no later than 31 October 2020.

Those applying for Foundation Places should make an appointment to see their priest or minister and ask them to complete a Church Support Form. These are sent to clergy by the School; clergy who do not receive these forms may obtain them direct from the School. They should be returned by clergy to the Directors no later than Friday 20 November 2020 for consideration by the Directors in December 2020. Applications can only be considered for categories, A, B, D and E if they are supported by a Church Support Form. The decision of the Directors’ Admissions Committee will be conveyed to the Local Authority who will notify parents on 1 March 2021.

Category C Places

Those who apply for Category C must provide appropriate documentation or a letter from a qualified person (normally a doctor or a social worker) stating clearly the exceptional reasons why the child should attend Bishop Luffa School.

Community Places

Parents applying for Community Places should complete the Local Authority Application Form. This form should be completed online at no later than 31 October 2020. A Supplementary Information Form does not need to be completed for Community places.

Note: Those applying for a Foundation place whose applications are unsuccessful are automatically considered for a Community place if they live within three kilometres of the School. Parents who have any church connection or seek a Christian education for their child should always apply for a Foundation place and are not disadvantaged by doing so.
